Key Roles & Structure

  • SAP coordinates with the Ministry of National Food Security & Research (MNFSR), which regulates seed laws and seed companies. 

  • It is a permanent member of the National Seed Council (NSC) and the Varietal Evaluation Committee (VEC) under the Seed Act. 

  • It has multiple technical committees, each focusing on major crop sectors:

     

    1. Cotton & Wheat

    2. Rice (Hybrid & Open Pollinated)

    3. Hybrid Maize & Other Hybrids

    4. Vegetable Seeds

    5. Oilseeds & Other Crops 

     

 

 


Membership & Market Presence

  • Around 200 member companies belong to SAP. These companies own nearly 80% of Pakistan’s seed market. 

  • Private seed companies produce more than 90% of cotton and wheat seed, and over 80% of rice seed in Pakistan. Their share is increasing for maize seeds as well. 

 


Objectives & Functions

Some of the main objectives and functions of SAP are:

  • Promote higher quality seed production; educate farmers on the importance of using good certified seed. 

  • Coordinate with government ministries (Agriculture / Food Security etc.) regarding policy, regulation, research & development. 

  • Provide information, training, and technical assistance to member companies. 

  • Serve as advocacy / voice for the private seed industry: regulatory issues, laws, plant breeders’ rights, intellectual property related to seed, etc. 

  • Facilitate exchange of ideas, trends, research developments among members.
