Key Roles & StructureSAP coordinates with the Ministry of National Food Security & Research (MNFSR), which regulates seed laws and seed companies.
It is a permanent member of the National Seed Council (NSC) and the Varietal Evaluation Committee (VEC) under the Seed Act.
It has multiple technical committees, each focusing on major crop sectors:
Cotton & Wheat
Rice (Hybrid & Open Pollinated)
Hybrid Maize & Other Hybrids
Vegetable Seeds
Oilseeds & Other Crops
Around 200 member companies belong to SAP. These companies own nearly 80% of Pakistan’s seed market.
Private seed companies produce more than 90% of cotton and wheat seed, and over 80% of rice seed in Pakistan. Their share is increasing for maize seeds as well.
Some of the main objectives and functions of SAP are:
Promote higher quality seed production; educate farmers on the importance of using good certified seed.
Coordinate with government ministries (Agriculture / Food Security etc.) regarding policy, regulation, research & development.
Provide information, training, and technical assistance to member companies.
Serve as advocacy / voice for the private seed industry: regulatory issues, laws, plant breeders’ rights, intellectual property related to seed, etc.
Facilitate exchange of ideas, trends, research developments among members.
